There was no vaccination back then. Therefore, avoiding contact with other people was the best way to avoid contagion. Gatherings of people were sometimes banned, sometimes limited to a small number.
Therefore, it was not always possible to visit a zoo. And if it were possible, then only under certain safety precautions.
